Democracy is understandably the rule of the majority, but there is a democratic error that many supposed or genuine democrats make. They elusively forget that democracy is not only the rule of the majority, but more importantly, the protection of the minority. When the Head of State, Paul Biya, recently asked for a comfortable majority to enable him carry through what has come to be referred as his Great Ambitions Programme, few understood what that really meant. Parliament is now dominated by the President’s party and even though calls for the revision of the Constitution have so far come out of the Assembly, that is where the final drama will be acted out when the modification game plan has been polished to the satisfaction of its initiators.
