The confessional seal should not be broken because true confession has to do with true penitence and restitution. At confession before the priest absolves someone of his sins he gives penance. But the person is also advised to do some restitution and if the person is truly repentant, he would go back to the police and report the crime he has committed to pay his debt to society therefore making his confession complete. But if he fails to do that it means he has not done a true confession. It is not a priest’s responsibility to turn him in because of the confessional seal. So it should never be broken as far as I am concerned.
